V.I. Parole Board Schedules Parole Hearings

The Virgin Islands Parole Board will convene beginning May 28 to hear testimony both for and against inmates uner the territory’s jurisdiction and incarcerated at various penal institutions both in the territory and on the mainland.

According to a news release issued Monday, the board announced it will meet inmates at the Criminal Justice Complex located on St. Thomas on May 28. On May 29, the board will meet with inmates at the Golden Grove Adult Correctional Facility.

All meetings will start at 8 a.m., with the afternoon sessions beginning at 12:30.

The board also will meet with V.I. prisoners incarcerated on the mainland on the following schedule:

– June 3, Tallahatchie County Correctional Facility in Tutwiler, Mississippi,

– June 5, Keen Mountain Correctional Facility in Oakwood, Virginia; Red Onion State Prison at Big Stone Gap, Virginia; and Wallen Ridge State Prison in Pound, Virginia,

– June 7, Citrus County Detention Facility, Lecanto, Florida.

Individuals who want to share testimony either for or against inmates located at Citrus County Detention Center, Tallahatchie County Correctional Center, Keen Mountain Correctional Center, Red Onion State Prison and Wallen Ridge State Prison, can provide their information May 30 at Golden Grove Adult Correctional Facility in person or by telephone.

The board announced it will travel to the mainland to conduct parole hearings for the following inmates (and the offenses they’ve been convicted for) at the following prisons:

Monday, June 3 – inmates at Tallahatchie County Correctional Facility,Mississippi:
– Eric Barnes: aggravated rape
– Bradley Maxwell: second-degree murder, escape from custody, escape from jail
– Raymond Williams: second-degree murder, voluntary manslaughter, attempted murder, first-degree assault, carrying and using a dangerous weapon
– Roger Petersen: first-degree robbery, first-degree assault

Wednesday, June 5 – inmates at Keen Mountain Correctional Center, Red Onion State Prison and Wallen Ridge State Prison:
– Jim Powell: involuntary manslaughter
– Kaseem Bruno: aggravated child abuse
– David Rios: first-degree assault, third-degree assault
– Marco Colon: conspiracy, first-degree assault
– Jah’mari Industrious: felony murder/second-degree murder

Friday, June 7 – inmates at Citrus County Detention Center in Lecanto, Florida
– Kamal Thomas: third-degree assault, using a dangerous weapon during a third-degree assault, threat to a witness
– Joseph Frith: second-degree aggravated rape, incest, domestic violence
– Lamar Richardson: voluntary manslaughter
– Stephanie Abel: second-degree assault
– Sovive Clarke: driving under the influence of intoxicating liquor
– Vernon Rawlins: first-degree robbery
– Samuel Mulley: first-degree assault
– Akeel Ownes: Voluntary manslaughter
– Devin Billu: first-degree attempted murder, unauthorized possession of a firearm
– Christian Rojas: second-degree robbery
– Cuthbertson Thomas: first-degree attempted murder, unauthorized possession or use of a firearm during the comission or attemptd commission of a crime of violence, third-degree assault, aggravated child abuse and reckless endangerment
– Craig B. King: involuntary manslaughter
– Karen Williams: neligent homicide by means of motor vehicle (two counts)
– Crystal Irons: second-degree murder
– Al-Ahad Barbel: unauthorized possession, possession of a controlled substance
– Lucien Joseph Francis: second-degree murder, possession of a dangerous weapon

The board will conduct parole hearings in the territory for the following inmates (and the offenses they’ve been convicted for) at the following prisons:

Tuesday, May 28, inmates being housed on St. Thomas
– Shaunice Fahie: interfering with an officer discharging duty
– Desiree Perez: interfering with an officer discharging duty

Wednesday, May 29, inmates being housed on St. Croix
– Albert Marcelle Jr.: first-degree attempted robbery
– Burton Fahie: unauthorized use of a vehicle
– George Herman: mayhem
– Alejandro Torres: third-degree burglary
– Adelina Adams: voluntary manslaughter, third-degree assault (3 Counts)

Anyone who wants to give information to the board or testify at the hearing must submit written comments to the board or advise the board of his/her desire to appear and testify. Such notices must be received by the board at least three days prior to May 26. Written comments or requests to testify are to be addressed to:
