BLOCK I

Lease Agreement between the Government of the Virgin Islands, acting through its Commissioner of Property and Procurement, and Marco St. Croix Inc. for the premises described as: Plot No. 4BA Estate Blessing, King Quarter, St. Croix, U.S. Virgin Islands, consisting of approximately 6.8477 U.S. acres that are zoned as “P” as shown on O.L.G. File No. D9-6582-C018

Lease Agreement between the Government of the Virgin Islands, acting through its Commissioner of Property and Procurement, and THAW LLC d/b/a No. 1 Gopher for the premises described as: An unimproved lot on the northern portion of Parcel No. 5A Estate Submarine Base, No. 6 Southside Quarter, St. Thomas, United States Virgin Islands, consisting of approximately 6,160 U.S sq. ft. more/less that is zoned “1-2” as shown on O.L.G File No: D9-8346-T009

Lease Agreement between the Government of the Virgin Islands, acting through its Commissioner of Property and Procurement, and Universal Asphalt Paving LLC for the premises described as: An unimproved parcel, known as Parcel No. 149B Submarine Base, No. 6 Southside Quarter, St. Thomas, United States Virgin Islands, consisting of 1.45 U.S. acres or 62,276 U.S. sq. ft. and Zoned “W-2” as shown on O.L.G. No. A9-770-T012.

BLOCK II

Bill No. 32-0263 — “An Act authorizing the use of $10,000,000 of the monies obtained pursuant to the Amended and Restated Terminal Operating Agreement by and among the Government of the Virgin Islands and Limetree Bay Terminals LLC, and the Refinery Operating Agreement by and among the Government of the Virgin Islands and Limetree Bay Refining LLC, in each case dated July 2, 2018, to invest in the construction of a new, internationally-branded hotel property on St. Thomas”
