Lt. Gov. Tregenza A. Roach Esq. left the territory Nov. 25 on a personal matter. He will return on Dec. 2. During his absence, Senate President Novelle E. Francis will assume the duties of the lieutenant governor, as per the Revised Organic Act of the Virgin Islands.
